The H-2A program is, on paper, a workable system. A farm identifies a seasonal labour gap, files the paperwork in sequence, and qualified workers arrive in time for harvest. In practice, the sequence has twelve moving parts across four federal agencies, and the penalties for missing any single step fall entirely on the grower.
Daniel founded Seso in 2024 after working directly with agricultural operations and watching the same failure repeat itself: the job order missed the 60-day window because it was sitting in an ops manager's inbox. The AEWR rate for California was pulled from a document dated two seasons prior. The I-9 for three workers was completed on day five instead of day three. The DOL audit notice arrived during peak harvest and the response took twelve staff-hours to assemble. None of these were caused by bad intentions — they were caused by compliance processes running on spreadsheets, email threads, and institutional memory.
